The 9 Best Local Lead Generation Tools in 2026 (Honest Comparison)

There is no single best local lead generation tool — there are three different categories that people keep confusing. Scrapers give you rows of data. B2B databases give you named contacts at registered companies. Decision engines tell you which businesses are worth contacting and why. Buying the wrong category is the most expensive mistake in this market.

We build one of the tools on this list, so read the comparison with that in mind. We've tried to be useful rather than flattering — including the cases where you should pick something else.

Most disappointment comes from buying a scraper when you wanted a decision engine, or an outreach platform when you had nobody to write to.

The comparison

1. Outscraper — best for cheap volume

Pulls Google Maps listings in bulk and hands you a CSV. Pricing starts around $3 per 1,000 records, dropping to about $1 at high volume.

Good: the cheapest way to get a lot of rows. Solid API, good documentation, genuinely technical team. Bad: you get a spreadsheet with no context. No indication of which businesses are worth contacting or what to say. Billing can be unpredictable if you don't watch enrichment costs. Pick it if: you already know exactly how you'll qualify the rows afterwards and you're comfortable in a spreadsheet or with code.

2. Scrap.io — best documented scraper

Same category as Outscraper, with a much bigger content operation behind it. Pay-per-lead pricing; roughly 10,000 leads for $35, plus a free trial.

Good: enormous library of guides, a free Chrome extension, and a published list of all 4,000+ Google Maps categories that's genuinely useful. Bad: still a scraper — no scoring, no reason to contact, no message. Pick it if: you want a scraper and you value documentation and support over the absolute lowest price.

3. Apollo.io — best for named decision-makers

A 220M-contact B2B database. Free tier, paid from around $49/user/month.

Good: unmatched for reaching a named CMO at a 200-person company. Built-in sequencing. Bad: structurally blind to local micro-businesses. A hairdresser or a two-person garage has no LinkedIn presence and no registry entry, so it isn't in Apollo. Email bounce rates outside the US are frequently reported in the 15–35% range. Pick it if: you sell to registered companies with job titles. Don't pick it if your buyer is a local service business.

4. Lead Radary — best for deciding who to contact

Ours. Scans Google Maps in any European city, detects buying signals (no website, weak site, low rating, few reviews), grades every lead A/B/C/D with the reason, and writes a first message in the prospect's own language. From $15/month, free plan with 5 leads.

Good: you get a decision, not a spreadsheet. Works across all of Europe from day one. Lookalike search from a reference client. No CRM needed. Bad: we don't send email — you'll need your own inbox or an outreach tool. We work at company level, not person level, so no named decision-makers. Our free plan (5 leads) is stingier than several competitors. Pick it if: you sell websites, SEO, ads or GBP services to local businesses and the hard part is knowing who's worth the message.

5. BuzzBoard — enterprise SMB intelligence

AI scoring of small businesses for agencies, quoted around $499/month.

Good: deep signal set, mature product. Bad: expensive, US-centric, opaque pricing. Pick it if: you're an agency with a sales team and a real budget.

6. LeadsGorilla — cheapest entry point

Lifetime deal, roughly $37–48 one-off.

Good: almost free. Bad: widely reported weak email data and missing phone numbers. Their own blog carries a paid link to an unrelated Italian betting site, which tells you how closely the domain is watched. Pick it if: you want to test the category for the price of a lunch and won't be upset if the data disappoints.

Bad: recurring complaints about stale data and unverified emails. Pick it if: the specific verticals you need happen to be well covered — test before committing.

8. Ocean.io — lookalike at company level

From $79/month, 35M companies.

Good: genuinely good lookalike modelling — paste your best client's URL, get similar companies. Bad: B2B rather than local; contact data is often out of date. Pick it if: your clients are registered companies and lookalike is your core workflow.

9. OutreachPilot — best for Poland specifically

Polish tool combining the CEIDG register (2.4M companies) with Google Maps, plus built-in sending. 99–799 zł/month, free plan with 50 leads.

Good: for the Polish market this is the most complete package — a "no website" filter, AI writing in Polish, sequences, warm-up, and invoices in złoty. Their free tier is more generous than ours. Bad: Poland only. The CEIDG anchor doesn't travel. Pick it if: you sell exclusively in Poland and want finding and sending in one place. We'd genuinely recommend them over us for that.

How to actually choose

Three questions settle it:

  1. Is your buyer registered with job titles, or a local micro-business? Registered → Apollo. Local → Maps-based tools.
  2. Do you know how to qualify a raw list? Yes → a scraper is cheaper. No → pay for scoring.
  3. Do you need sending too? Yes → either an outreach platform alongside, or OutreachPilot in Poland.

One thing no tool solves

Every tool here finds businesses. None of them makes anyone reply. Reply rates are set by whether your first sentence is about them, whether you contacted a business with a real reason, and whether you show up consistently rather than in bursts.
